Eligible adults under the original offer are identified as a) those without prior attainment at Full level 3 or above; and b) those not enrolled on the course as part of an apprenticeship; and c) all those aged 24 and above or those aged 19-23 where there is not already a statutory entitlement to the course through the adult education budget. It includes learners who don’t receive the direct funding, yet enrolled and meet the underlying criteria.
  2. In April 2021 there were 387 qualifications approved for funding on the offer, although this figure is subject to change over time as qualifications are added and removed from the list. In July 2023, there were 418 qualifications approved. From 2021/22, figures are based on the eligible courses that were valid for the offer at the beginning of each month of the relevant academic year. Comparisons with months in previous years are based on the same qualifications. Figures up to 2020/21 are also presented based on the original 387 qualifications that were valid at the introduction of the offer.
  3. The full-year final total of 4,780 adults taking up free courses for jobs in 2020/21 covers the period April to July (when the offer was live). The total for enrolments by eligible adults covers the full academic year (August to July). Month-by-month breakdowns are available to view by clicking ‘Explore Data’ under this table.

  2. From 2016/17, some learners who would have previously been included in full level 2 and full level 3, have been reclassified. Please see the methodology document for further information
  3. The Single Individualised Learner Record  (SILR) data collection was introduced from the 2011/12 academic year onwards. This means figures for 2011/12 onwards are not comparable to earlier years. See the methodology document for more information.
  4. This release does not include offender learners from 2019/20 onwards, as this data is now collected by the Ministry of Justice. In previous releases we included offender learning in our data where relevant, which accounted for around 78,000 learners aged 18+ in 2017/18 and around 57,600 learners aged 18+ in 2018/19.
