Description

This document describes the data included in the ‘September Guarantee: offers of education and training for young people age 16 and 17’ management information release’s underlying data. This data is released under the terms of the Open Government License and is intended to meet at least three stars for Open Data.

The September Guarantee helps local authorities fulfil their duty to provide education and training to young people and find them a suitable place. It also helps them to work with their partners, particularly schools and colleges, and to agree how the process will work in their area.

The offer should be appropriate to the young person’s needs and can include:

  • full-time education in school sixth-forms or colleges
  • an apprenticeship or traineeship
  • employment combined with part-time education or training

The underlying data files include national, regional and local authority September Guarantee figures in England.

The files are in comma separated values format (.csv) with UTF-8 encoding.

  1. In 2019, local authority figures for Reading should be used with caution due to administrative issues.
  2. In 2020, local authority figures for Bristol, Swindon, Shropshire and Worcestershire should be used with caution due to system issues or administrative errors.
  3. In 2021 and 2022 Thurrock local authority have slightly over 100% offers made recorded. This is due to additional young people being added after the September Guarantee cohort is fixed, mainly refugees.
  4. In 2022 the figures for Nottinghamshire local authority may not reflect the actual proportion of young people receiving an offer due to significant procedural and processing issues.
  5. In 2023 the figures for Stoke-on-Trent should be used with caution due to significant processing issues arising from staff changes within the local authority. Therefore the data may not reflect the actual proportion of young people receiving an offer.
