Primary applications
555,600 applications were received for a place at primary school in 2024 (2024/25 academic year), a 2.3% decrease on 2022, and the fourth year showing a decrease after primary applications peaked at 612,100 for 2020/21.
There was a reduction in births in England from late 2016 onwards and this generally leads to a drop in the number of children coming into primary school. The children applying to start school in September 2024 were born between September 2019 and August 2020.
Primary offers
The proportion of primary applicants receiving an offer of their first choice school has increased to 93.2% - up from 92.5% in 2023 and the highest figure since primary application data was first collected in 2014/15.
The proportion of applicants who received an offer of any of their preferred primary schools was very slightly up compared to 2023 at 98.8%. 7,000 applicants did not receive an offer of one of their preferred schools (down from 8,000 last year).

Primary geographical variation
At local authority level the highest first preference rates in 2024 were:
- Cumberland (99.4%) – previously part of Cumbria
- North East Lincolnshire (99.4%)
- Redcar & Cleveland (99.3%)
Redcar & Cleveland has been in the top three for the last five years.
As in previous years, the lowest first preference rates at primary level are all in London:
- Kensington & Chelsea (75.4%)
- City of London (80.8%)
- Westminster (82.1%)
Kensington & Chelsea has had some of the lowest first preference rates since 2015. However, their first preference rate has increased by 5 percentage points compared to 2023.
The higher number of practical options available to London applicants and ability to name six preferences may encourage parents and carers to make more speculative choices for their top preferences.
As expected, there is much less variation in the proportions receiving any preferred offer compared to those receiving a first preference.
Primary cross local authority offers
An applicant can apply to their local authority for any school, including those situated in another local authority.
In 2024, 96.7% of primary offers made were of schools inside the home authority. This figure has been broadly stable for the past few years.
